New traffic fines can cause mayhem in Namibia

The newly introduced traffic fines have caused havoc in Namibia over the past months. Apparently the new system was introduced because of the high number of accidents which are caused by reckless driving.  Well, most of the people in Namibia are demanding the government to release statistics on accidents and pin point that the increase in traffic fines will able to prevent accident.
Taxi drives in Windhoek and around the country have stages ‘illegal’ demonstrations and police have to break the demonstration up using force. Teargas and rubber bullets were used. It’s alleged that one of the taxi driver died the following day as a result of these injuries.  
The main questions people have in mind are: Who made this rule and who it’s made for? What justifies such a huge increases in the fines?  Who are the master mind of this increase? What role did the government play in such an increase? Why is the president quite about this? Why are such fines not in consistence with other southern Africa countries? Why were the people not consultant?
